Engine temp is always below 90 degrees ?

Would this affect fuel consumption/engne performance ?

is your thermostat stuck open?

A car running rich (too cold can ause this) will be down on power.

Air leaks in induction/inlet can cause it to run rich too. Heaps of things can.
