It's a european (german?) mark of aproval type thing.. basically proves it's of a high enough quality to pass this (quite stric by all accounts) test

nar not at all, it's a lot of cash to part with like anyone you only wanna get best value for money, better that you are doing some research rather than going out and buying something on impulse!

Yeah TUV is a german quality approval mark. Every TUV part has to pass a strict test as Fwaza said. Seemingly you can only (by law) modify your car in germany with TUV approved parts.
