i'm after some software for using pc and webcam

but it needs to be able for me to access it through another computer while i'm away from home

pc on - will be on slow state/hibernation or will it need to be in working state permanently?

A cheap (even free for one camera) solution is Webcam XP

http://www.webcamxp.com/home.aspx

You can login to your cameras remotley, you can set it to email you a snapshot when it detects motion etc..

FTP Vids or photos to a web server, or store locally on the HDD.

PC will need to be running as its a service.

Meaning Standby and Hibernate will end the process/service. It will need to be kept on.
