Took it back today and he is willing to redo it. Said its what's known as sinkage and short of stripping the bumper right back, it was a chance he took doing what he would normally do without knowing what was used previously and this was a rare case of it sinking.

He referred to it as sinkage sand described it as the new sinking into the old paint underneath.
