If you connect them to a TV via HDMI, will the volume on the TV and sound bar change together?

My dad has a sound bar connected by an optical cable and the volume on the TV and sound bar can be adjusted separately which is very annoying for me.

I don't use my TV for sound at all. You can program your sky remote to Co trolley the volume of a receiver etc if that helps.
