She has a 17" Dell laptop ATM, but I think she wants a desktop solution (and Mac based). Does PS and Illustrator run better on a Mac or something? I can't see the difference personally on two similar spec PCs and Macs?

As Dom said, these days they run the same. It was when macs used Power PC (like my iMac G5) that they ran better than windows based stuff.
She'd probably be fine on a well spec'd PC running photoshop.
the new iMacs have amazing screens and are much nice to work on though, imo.
I'd go mac every time because I prefer OSX. Also, you could get one and learn it so you know how to fix them in the future.

Vista is a very sore point for Microsoft.
All the MS distributors my company has accounts with list XP or 7, but will never sell Vista
Even the MS Registered Refurbisher Program only lists XP or 7 for special pricing whenever I need to refurb an old PC!

Just Vista is a ram hogger.

Graphic designers don't use Photoshop, they use Illustrator and InDesign.
Hardware wise the Mac and PC may be very similar, but it all comes down to the coding.
Adobe always does better coding for Mac than Windows, when it comes to Creative Suite.
Seeing as Adobe also more or less only focus on making the next CS within a year, their post launch support is terrible.

Correction, the new iMacs have pretty screens.
Technically the Mac screens are terribly incorrect when it comes to colour and contrast. An average Dell monitor shows much more correct colours than an iMac.
We have a 27" iMac used for client presentations and the screen is incredibly vibrant with lively colours.
However all work is done on calibrated Dell or Eizo monitors that giver a much more correct impression of how the colours you're working on actually look.

That said, I prefer to work on my MacBook Pro compared to my desktop PC as the OS is simply better designed for handling multitasking and complex work with a lot of open folders and programs.
No matter if we're talking creative work or administrative work btw. I do a lot of both.

I used Photoshop when I did graphic design and print publishing.
Also used Quark, illustrator and various other programs.

Get a PC + SSD, decent Dell monitor (far better for graphics than Apple monitors) and stick OSX on it - it'll be the same

It's pretty straight forward, either you can use a modded OSX DVD or a bootloader and a retail copy (probably the better option, although it'll take a bit more peeing around). Look on the OSX86 forums, probably be a tutorial for your Netbook. You'll just need a portable DVD driver or a big enough usb flash drive (8GB+ min).
Balling - Indesign for graphic design, lolwut?! InDesign is for publication work, Photoshop and Illustrator (vector work) is use for graphic design. As for Adobe products performing better on OSX than Windows, i'd like to see some benchmarks

Though a hackintosh may be easier on the wallet, it really kind of defeats the purpose of the Mac Just Working out of the box.
Personally I prefer the full, hazlefree package. And will gladly pay for it the same way I would gladly pay for an Audi or BMW.

Benchmarks? Sure, they tell about as much about a user experience from a piece of software as megapixel levels tell about the picture quality of a camera, lolwut?!
Mac vs PC isn't something you can measure or debate. You just prefer one or the other. Unfortunately a lot of people will have an opinion without any experience to base it on...
