my old 2.0 XE was on bilstein shocks and springs down 40 mm with a front strut brace and handled very well.. strut brace made a big difference to fast cornering

do you mean a full exhaust system and full lowering setup (shocks and springs) £250 will get you one or the other, wont get you both IMO

if your getting only springs dont go lower than 40mm as you will wear the shocky out quicker. the handling wont be anywhere near as good as a full setup tho. honestly if you'v got £250 see if you can get shocks too.
pick up a 2nd hand backbox. cheap cheap.

Cheap and Cheerful is the way forward mate

When I get a Full-Time Job (get some decent money) then think about getting some decent gear...

What would you do in my pos?

id say save, could get some spax stuff. i saved up and got a bilstein kit 55 front 50 rear i think its great tbh. I dont see the point in buying some now if your going to decent stuff later IMO Could get a rear ARB that helps

May have a Sportex backbox going after the weekend mate

anti roll bar, stiffens up the rear of the car, kindof like what a strut brace does for the front
