pretty much same as spraying anything else really get them sanded down smooth and mask ur tires off well if ur leaving them on. use etch primer as its a bit tougher than normal primer. flat it down again and put ur colour on and let that dry and then a couple more coats of colour and let that dry then rub it down again and spray some laqquer on. take plenty of time with it and get some practice in on random objects first. my wheelie bin is about 12 different colours

you can get different grades of wet n dry paper, the higher the number the finer the grade. Obviously if you are flating it, you are trying to make the surface as smooth as possible for a good finish. For this you use a high grade paper.

Remove any weights.
Clean the wheels to remove all the dirt and grease. Use Mr Muscle or Fairy liquid wash and clean really well, then
start with some 240 paper to remove any scratches on the lip etc...then work with some 300 and 600 moving to 1200 and 1500 to make it really smooth
wash again if needed, then use some panel wipes to make it perfect for the first coat of primer.
Shake can well, then holding the can ~12-15" over the wheel, spray sparingly moving your hand from side to side. Don't overdo it. It will make the primer thick. You don't need to cover the wheel in primer the 1st time.
Wait for 10-15mins, apply 2nd coat and so on until coat is applied fully. Leave to dry overnight and flat it done with some wet and dry 1200 (wet), then 1500 wet and dry (wet). wash wheel and re-apply primer if needed and repeat process of flatenning.
WHen fully primered and smoothed, make sure wheel is fully dried and then apply 1st layer of paint. then 2nd (after10-15min) and so on.
On my last layer of paint, I applied a mist of lacquer for it to blend into the paint.. Allow to fully dry.
Flatten with some 1500 or 2000 and soapy water or use some rubbing compound
after rubbing down and smoothing:

primer:

end result:

after 5-6 months and no cleaning :
