when applying filler you need to remove the paint, down the metal. otherwise you will get a step and a outline when you paint/primer the surface.

you should also take the paint back about a 1" farer back then you are going to filler, then feather out both the filler area and the paint outline.
otherwise like i said when you paint the area you will see a outline where you have filled.
Filler should be gripping to metal not paint...

its a common this for people who are new to the game.
Even Ed has done it on his post.
the pictures below are off Ed and will explain what i mean.
he has primered the area and applyed filler over the top, so no matter how smooth he gets it hes going to have primer under it and when it comes to paint he will get a outline.
you can see around the edge of his filler the primer under it.
it may only be 100000 of a mm step but in painting will show up really bad.

u can blend filler into paint n have a gud repair. u will find this in 90 % of bodyshops in the country. u will NEVER have a step unless the filler isnt leveled out properly. The reason why u shouldnt put filler over paint is because give it six months n the filler will sink. filler shud be used on metal. shud never be over paint as it will sink given time..
