when i flash my headlights the right hand 1 doesnt flash and it is on full beam when my lights are dipped

Maybe a twin fillament bulb or somethin like that. Make sure the bul is in the right way round as it does make a difference with these bulbs. Just flip it round and see what happens, if no luck, try auto electrician

Time to get the multi meter out then and find the problem....
