i found it kinda hard to stick to, maybe up the prices a bit due to the 2* subs option! did my best ne way, will come up with another option as well within your budget for you!
2* Vieta 10" Subs - http://www.caraudiodirect.co.uk/product_info.php?products_id=3684&tab=2 = £120 total
RF Punch P3001 * 2 to power subs:- http://www.caraudiodirect.co.uk/product_info.php?products_id=3140 = £340
Veite 5" 2 way comps:- http://www.caraudiodirect.co.uk/product_info.php?products_id=3759&tab=2
= £69.99
amp to power comps = http://www.caraudiodirect.co.uk/product_info.php?products_id=3542&tab=2
= £99.99
then your wiring will be about £50 i would have thought
total = £650 so just over your budget

2installs now both just over budget but both very nice options in my opinion! this one if you drop the crap neon then you will be only just over budget!
polk momo sub - 1*12" = £125.99 - http://www.caraudiodirect.co.uk/product_info.php?products_id=3287&tab=1
amp to power it - Phoenix Gold R5.01 - http://www.caraudiodirect.co.uk/product_info.php?products_id=2395&tab=2 = £199.99
comps - rf - £159.99 - http://www.caraudiodirect.co.uk/product_info.php?products_id=3681&tab=2
amp for comps - rf again - http://www.caraudiodirect.co.uk/product_info.php?products_id=3230&tab=2 = £169.99
wiring again around £50 and then you neon thing £20!
total was = £599.97

hmmm u could do mate but not really good enough quality, and again comps are going to be 50w rms plus so you need something more than head unit to get quality but up to you i suppose!

right re-assesed mate and if you wanna run comps off head unit etc then i came up with this!
2*12" RF P112S4 - £69.99 each - http://www.caraudiodirect.co.uk/product_info.php?products_id=3075&tab=2
Amp - RF 92002 - http://www.caraudiodirect.co.uk/product_info.php?products_id=3230 100wx2 at 2ohms! = £169.99
comps - P152S - http://www.caraudiodirect.co.uk/product_info.php?products_id=3680&tab=2
could maybe just about be powered by head unit - £149.99 and could be amped up in future!
wiring £50 no neons
total = £509.96! £10 over your budget for a top system!

yup i agree - 500 is pushing it and at the end of the day your just gonna be disappointed the cack you buy
However, i would just spend some of the cash on say Rockford/Boston/Focal comps and a decent JL/Genisis/DLS/Direct amp to power them
Then save up for some JLs and amp etc etc
As for cables, you looking at about 50-70 quid atleast if you want stuff thats half decent - theres not point being a skank in this area, because you'll just end up with shite sound
