we live in a student house and split our monthly internet bill between us, however one lad hasn't paid his share for over 3 months now and funnily enough he is the one 'raping' the internet with constant downloads... we have decided enough is enough, is there anyway that we can block him from using the internet temporarily until he pays his way?

surely adding a WPA Key and just not telling him it would suffice?

Failing that nick his laptop charger until he pays up

We had one lad who used to download 24/7 making the internet so slow it became unusable for the other 6 of us. Depending on what router you have, you can set it up so it will only allow certain mac addresses to connect to it. We authorised everyone but his mac address and he thought his laptop had packed in when he found out everyone elses internet work fine

On a Netgear router you'd setup an access list of your own and everyone elses computers, but leave out the offender. You then just need to turn on and off the access list or add and remove approved users.

it's one of those things, "yeah I'll give it you tomorrow mate" and so on... fingers crossed this will be the kick up the backside he needs, otherwise he's going to be leading a very boring lifestyle lol

Make sure your filtering access based on MAC address rather than computer names or IP addresses as the last two can be easily spoofed (MAC addresses can be too, but it's rather more difficult).
