Claims like that will be based purely on figures.
Hardware will be holding developers back now though.
No matter how good the hardware is it will eventually be taken to its limits.

Yes to both, to an extent anyways.
Certainly DICE have mention the lack of processing power (both CPU and GPU) with the current consoles, which is the main reason why then decided to concentrate on the PC realise and port to the consoles rather than developing for console and port to PC (which is the usual method of game development).
Interesting to see what MS will do for their CPU, whether or not they'll go the PPC Cell route (imagine Sony will continue with the Cell), come out with another PPC or use an Intel/Amd/x64.

Doubt the 360 or PS3 have been pushed to their limits yet - remember GTA:SA on PS2? Nothing to that extent has been published on either of the current-gen consoles yet.

I suggested that above.
Not practical yet though imo.
Downloading 30+gb every time you want a game would use half the country's monthly bandwidth allowance.

New Xbox is going to have to take a lot from the Ps3.
Blu-ray, 3D video, built-in wireless (oh wait, they already did that), Metal Gear Solid, etc

Currently there aren't many alternatives , certainly nothing that can compare with the cost of pressing a disc (BD can store 125GB and cost pennies each).
