just bn practising spray painting again there n came up with a funny finish after doing my final coat of paint...as you can see there is a lighter section around the sides, is this what is known as sagging? is there anyway to avoid/remove it?

the edge is lighter than the rest of the arch - have no idea though

Is there any primer on there?
Looks like something coming off the arch and contaminating the paint.

4 coats of red primer underneath...i've done some reading n i understand that this problem could be caused by a sudden change in temperature while the paint is dryin? does that seem correct?

Ahhh, yes, it could be blooming - when the material you're spraying is too cold, water vapour in the air condenses on the surface and seals into the paint, causing the "bloom".
Sand back and start over.

thats why you shouldn't d.i.y. spray arches/bumpers in winter wait until spring at least, so much easier.
