the pads have nothing to do with it really, there could be 1mm on them and still pass, as long as the braking efficentcy meets the required amount then 50%/25%/16% is the efficentcy quotas

There is a minimum amount for brake pads for the MOT.

the min needed is 1.5mm thats all
