Going to refurbish my speedlines. No realy curbing to note just minor scuff's. Shud i have them blasted to get them down to bare alloy then prime, top coat and laquer? Woudl that be durable enough? Any advice on what base coat to use? Will normal car laqure be ok? Got a spray gun and compressor to use.

Personally i'd get them powder coated.

I have a powdercoaters just up the road and my mate will do them for free. But they only do basic colours. I want metalic black or titanium silver.

dont blast them, its far too rough for alloy, did it a few years ago with my old cavalier rims and they pitted, even with 5:1 high build primer, if you have a da air sander then just rub the scuffs out, then prime them, rub them back down apply your basecoat and laquer them, thats what i do with all the wheels i refurb, not had any problems at all, and you will get a better finish with paint over powdercoat, that my opinion

a light glass bead blasting is fine for alloy wheels

Normal laquer/paint will be fine on wheels.
I'd just sand them down, to get them keyed but smooth.
Then spray
