Im wanting to try create a PDF that I can then sell on, with an idea I have had. 
 
How do I go about creating one? How can I make it secure from people copying it/editing it?

Is it something that can be printed? We use CutePDF at work, don't know if you can secure it in anyway though

You can lock them from being either accessed, edited or printed. 
 
Can't stop anyone emailing it around though.

Yea, I want it locked from editing, so I can put a notice on the pages that I own the rights to it and stuff like that. 
 
Does cute pdf allow you to create from scratch then?

Presumably you are writing it in publisher, or maybe word or something? 
 
Most PDF writers I've used (currently pdfFactory) have a security tab which you can check boxes for different levels of security which you set when printing.

PDF security is very, very easily broken, so don't rely too heavily on it.

The simple answer is, you can't (prevent people from copying it e.t.c.).

I know ill never prevent it, but more a slight deterent for the average joe.

The problem is once the file is on the person's computer you have no way of preventing them from sending it to someone else or sticking it on a USB drive e.t.c. 
 
You can protect a PDF to prevent editing, but I'm sure there are ways of breaking the protection. With a standard PDF you can just open them up in something like Illustrator and do what you like. 
 
The best method of protection would be to distribute the book via some kind of platform like iBooks e.t.c. as the files contain DRM.
