Chloe just call a local (recomended) electrician and get it done properly etc.

Oh, I'm sorry there Pow. Because isolating a circuit makes it safe. Because nobody tampers with circuit breakers because they think "I just want a cup of tea" without consulting the electrician working on the circuit.
There's a reason most electricians lock off circuits with a physical lock. It is always better to be safe than sorry. Even if I knew a circuit was isolated, I'd wear rubber soled boots and work with insulated tools. It's how you are taught to work because one day, you don't know if some faggot is going to turn the power back on without your knowledge/consent.
Anyway, just get the test done / get a local spark to fix it for cheap.

Then you should have said it doesn't conform to electrical regulations noted in the IEE wiring regulations (BS7671) which by the way isn't a legal document, unlike the EAWR which is.
Saying legal and illegal just makes it sound like you don't know what your talking about. A little knowledge is dangerous as they say.
