Looks good! Exposure on first one is spot on.

Second one could benefit from raising mid tone levels a bit. Seems slightly dark and lacking in contrast.

I was aiming for a slightly darker and moodier image, but maybe I did go too dark. Although the edited half you did looks too bright. I'll maybe re-adjust and settle somewhere in between.

You still need to raise the contrast though, it's a bit dead as is.
If not by raising mid level then lower bottom level. Maybe pull out the car to get proper exposure on that.

Very, very simple effect.

Draw basic shape with sharp brush or pen tool and 100% white.

Go filter > liquify and mess up shape slightly.
Go edit > fade liquify and put in 20-50%.
Redo the above 5, 10 or 20 times until you have the desired effect.

Will give you something like the smoke from the car.
Add a guassian blur to get a more fog-like effect.

If you have a tablet, steady hands and free time you can manually draw in some highlights afterwards for a more realistic effect.

Obviously the above is excessive, but you can actually use this technique to make some very realistic steam or smoke from coffee, tea, cigarettes etc.

Normally overlaying clouds on screen mode will get you a fog effect.
Don't know what balling's done though

Practise makes perfect. It really is an easy effect to master, but it's hard to predict the outcome until you've tried it a few times.

Tutorial here with pictures, that describe same technique.

His result is strange, but you can actually see in the steps where he fucks up.

Also, the shape you start out with need to make sense.
