As Graham said, yes they can and they can make you move.

Used to go to lakeside car park some weeknights way back when to catch up with mates, play some car park footie etc. Police used to make us move quite often.

It's mainly the camaras in the services to. A friend got a letter come thought giving him a £60 fine cos he went back then within 2 hours :s
