is there a quick way of adjusting the rear brake balance spring so that my rear wheels dont lock up and create tons of smoke under very harsh braking?

Yes. Slacken it off. Theres an adjuster on the rear beam. The slacker the spring, the less braking to the rear wheels.

Nope. I'm pretty sure the tighter the spring, the more braking force. When the car has weight in the back (tight spring), it puts force to the back. When you lower a car, it thinks this is extra weight, but it isn't. Hence the locking up.
