Are they?

Noticed that one of them had a black line on it. Looked closer & realised there is a sort of crack in the finish.

Can they be recoated?

They will probably be powder coated. At least thats what it looked like when I saw them wheels.

The powder coat can be removed with acid and re-powder coated for about £30-£50/wheel.
