Asking a question for my mate, any answers appreciated

There's a neighbour next door who keeps parking half on the pavement, half on the road, despite the fact he has a double driveway. Now, he does this delibrately because we've been using the parking space. However isn't it part of the highway act, that cars should not be parked on the pavement fully or even half?

Yeah, cars should be parked on the road unless otherwise state by signs. Sometimes overlooked if its a narrow road though. If theyve got 2 cars put them closely either side of his to piss hiom off .

What about only being on it a little bit, so like half blocking half not?

my mate parked on the middle of a roundabout/traffic island once, cos the queue for carpark was so long
