on a corsa b does 16" wheels and 40mm lowerd have any problems at all?

nope, iam on 16s and iam lowered 60mm on et45 wheels and have no problems

as close to et49 as u can et45 is the common corsa offset

and to lower my car all i need is just new springs, i dont need new dampers as well do i?

Should be stamped on the back of the wheel somewhere, will say something like ET 45
