Maybe the rev counter is from a car with a different engine, where the rev scale is different.

The rev counter is going to be from a 4 cylinder engine. It wont work on your car properly. You need a rev counter from a 3 cylinder car - if they exist.

Well if its idling at 1300rpm when you first put the car on it will because the engine is cold and the auto chock is on

It is because the rev counter is designed for a different engine though.

He said that 'the clocks display the rev being 1300rpm which is wrong'. Not 'when I fitted the clocks my car started to idle at 1300rpm'.
