how long have you been letting it dry?
how thick are the coats?

it sounds like the coats might be too thick and its not being allowed to dry fully

common sense would suggest its not being left long enough to dry.

What conditions are you spraying under? Cold?, Damp?, Outside?

25 minutes in this weather isn't enough to be sanding!

you'll want about 25mins between coats of spraying, but for drying, leave a couple of hours at least.

rush + paint = baaaad results everytime.

take your time = gooood results, the majority of the time.

weather should be better at weekend, maybe consider waiting til then to apply the paint (do prima when you want), it'll help it cure better when its warmer.
