Basically it all wired up as above, but it is not working, there is power goin to it, but noting happens.

1. is it ment to have 3 negatives, cos the 1 ground at the top had a hoop connector, but the othe 2 didnt???

the hoop is used to go onto the battery thats why it has a hoop same with the power aswell.

That's why it's marked as a -12v where as the others are marked as ground.
