Just bought a house and this is the privacy shrub kinda thing. How can I make it fuller..just better cause it looks poor lol

Plant a new hedge inside.

Fences can be horrible, although can be improved by having something rustic like a willow hurdle rather than a bog standard 6' panel.

Put a small fence along the front of it and have the hedge growing over the top and trim it neatly
