My laptop has a hotspot application which does what you want but not sure if its hardware as well or just software. Its Intel's 'My Wifi Technology'

Wireless Access Point or use a wireless USB dongle and create an ad-hoc connection (and then share your computers internet connection with the wireless ad-hoc) to your phone.

Yeah laptop has wifi and so does office. But I am too far to get the signal now. I've moved into a new office which is in another building.

It's just a Wireless USB adaptor; you can pick one up anywhere. And Windows will allow you to create an ad-hoc (or a 'Hotspot') connection which you can then enable 'Internet Connection Sharing' on.
