how? dont get android really but mates given me one to try and sort for him. its on o2 according to the animation when you turn it on but when he puts his o2 sim in it it asks for a network sim unlock code which o2 say they cant help with. works fine without a sim boots up to the home screen. 
 
what can i do?

how do i do that mate? seems to be a common problem ive found online that o2 seem to want nothing to do with and just tell you to send it back to samsung.

Unlocking - Either try THIS free method otherwise eBay an unlock code which is around £7. 
Root - Have a look on XDA Dev forums, will be plenty of tutorials. 
 
 
Do you know if it has been fettled with in the past? 
And have you tried other sims to determine what network it's actually locked to? 
 
As Munchie said, it might be worth trying a Factory Reset but i doubt it'll sort the simlock.

tried o2 voda and t-mobile sims, all ask for the "sim unlock pin" 
 
it has an o2 screen before the samsung screen when it starts up and has 02 apps even after factory restore so should at least work there. has he got a blocked phone or what?

I would go onto o2 chat and tell them the IMEI to check it.... Then can go from there
