yes just download the file as normal. run the IPA and it adds to iTunes apps.

you need to download AppSync on your phone. 
To do that; 
 
-Go to Cydia 
-Tap on Manage tab  
-Tap on sources 
-Tap on “Edit” and then on “Add” , type in the hackulo.us repository which is http://cydia.hackulo.us 
-Tap on Add Source 
-After the source is added, go to “Search” in Cydia and search for AppSync for OS 3.0 
-Install and Confirm 
 
Once AppSync is installed, double click your app you've just downloaded (tomtom.ipa for example), and it'll load straight into itunes and be ready to Sync. 
 
Without AppSync, you cant sync between itunes and iphone.

If a newer version of AppSync is out, grab the newest version. 
 
Since my new car has sat nav, ive not bothered to download TomTom to the phone and havent used it for a while. 
 
The other alternative is, once you've added the source above, download/install Installous, but that would take sometime to download tomtom through Installous; a gig or so to your phone.

AppSync comes with Installous so you dont need it seperately anyway, just sync with iTunes once youve downloaded the .ipa.  
 
For some reason on my 3g it takes forever to find gps signal(even with full reception) and when it does it looses it again after a few mins
