No police arent able to use themselves as evidence. Its a mans word against another.
I had a similar incident to this...joined a dual carriageway a bit quick, pulled over. They asked what speed i was doing, and i said 70. They said dont lie, i asked what evidence they had, vascar, laser, at least video footage.....none. Gave me a producer after scrutinising my car and insurance

Of course they can!
You were lucky, not taking advantage of any evidence deficit.
What is more likely is that they didn't follow you for long enough so their word would not be admissible whatever the claim.

You don't need video evidence, just to clear that up. I got done by a calibrated speedo in a traffic car. If it was a panda car they can't do fuck all since, as said, their speedos aren't calibrated.
Good that you got off with it though mate.

Someone once recently told me if you get caught wait it out as long as you can because apparently they destroy the footage of their memory (whether this is true or not is a different matter) a person I know did this and then said I have a right to see the evidence and they had deleted it
edit: Behind a police van doing 40 in a 60 last night  thing is you know they want you to overtake then do you for it fuckers they are
