i think they may be the wrong ones, engine is a x16xe and on the receipt is say 'no lugs' are these right or wrong?

Wrong. The X16XE has sensor pick ups on the pulleys.

i told the chap on the fone this and he asked me what management i am running i told him i have a dastek unichip and he said i need the ones without lugs, so i need to send them beack and get the others with lugs?

You need ones with the lugs.
You can only use the ones without, if your running aftermarket management that doesn't use a cam sensor.
Both c16 and x16 have the lugs.
