If a domain name has been registered, but is not being used, can it be bought? How can I find out who owns it?

Go to the domain, see if its parked, might have some contact details on there.
If not, go here and do a whois

The owner might have opted out of sharing his info though.

And when I search the site http://www.moniker.com/whois/whois.jsp it allows you to make an offer for the site, but says it much exceed $400!
What's the chances they'll not bother renewing the registration on the 6th Nov?

Depends what the domain is and whether its a company or individual.
If that site says at least $400 then its probably worth that

If they have bought it they can see someone will likely want to buy it in the future. No doubt they will renew and you'll be stuck but you may as well wait until 6th Nov to see what happens......defo don't make an offer before then!
