want to change my amp, instead of taking the power off battery can i not just remove inline fuse near battery, chnage it then, then put fuse back?

You can just remove the fuse yes, but make sure you don't have the ignition on or you'll still be sending +12v down the remote wire which could short out and kill the fuse in the head unit.
