Sound deadening goes a long way to help stop it yeah 
Sticky pads to affix number plate is a good idea too

I think Rob was referring to sticky pads to stick the numberplate directly to the car, instead of screwing it on...
If its your spoiler that's rattling, then you'll need to invest in some sound proofing, and probably plenty of it.
