I want to wrap some rubber tubing around my rear axle cross beam to stop my exhaust making noises.

i have noticed a wire (possibly handbreak cable - not sure) running the length of this, is it ok to cover underneath it (having wire above the rubber tubing).

its not as simple as twisting the clamp (already done), any help would be good.

Yeah just zip tie some rubber to the rear beam so the hand break cable is not obstructed and you'll be fine.
