My mum reverse her car into mine this morning and scratted the front bumper corner and is back to the original black bumper.

There is quite a thick amount of paint, so what is the best way in repairing it. sand it back to smooth, then plastic primmer the bumper, then hi build, then paint. will this level it out?

you only need to blow over that bit.
plastic prime and then some filler primer to get rid of any marks.
then scotchbrite the surrounding area of paint and spray over the primer, then use cutting paste to blend it in to the existing paintwork and too remove overspray.
