its just a drain hole in the gearbox bellhousing to stop it filling up with oil or water.

Oil is leaking from it from either engine (crank seal or sump gasket) or gearbox (input shaft seal or cracked casing).

The gearbox issue could be due to oil on the clutch ir loss of gearbox oil or just clutch worn overtime and completely unrelated!

is it held out with 6ish bolts or torx (cant remember) if so take the cover off. if you can see your clutch then its your clutch cover. if you can see oil behind your flywheel get the crank oil seal fixed but not sure how much it would cost as you have to take the box out IIRC. plug the hole. there shouldnt be a hole there.

i dont know if anything should be in there but it looks like engine oil thats coming out of it.and that your clutch behind there so i think your rear crank seal may be nackered.
