Can't... free means that something has to pay for it, banner adverts provide the money so it's free, so bannerless and free don't go together.

build your own forum, use ultimatebb, I used that for 2 years on my old site, dam lovely

Yes you could use a perl & file based system. Not as flexible but hosting will be much cheaper...
