Private client (who isn't flush with money as they are a small business) is after a new website. 
 
They like the look of something like this:

Is there anything you'd recommend that would produce something similar to that for free/cheap, look good, easy for me to create (templated)/manage? 
 
I don't know if I should go down the CMS route (Joomla/equivalent), Wordpress... anything simple as I hate being creative

Get on themeforest.net, elegantthemes.com, woothemes.com, themefuse.com and themify.me and get hunting out a theme for a CMS

Just copy it yourself in photoshop that would take like 30 minutes max

....and then you end up with a copied design in Photoshop and not a website   
 
If you wanted to copy it, then you'd just download the site and knock up a clean template from it - but even then that isn't 30mins work, especially if you wanted to use the template on a CMS. 
 
Easier to spend £20-40 and worry more about the content
