nope, its a new law regarding Vehicles used in manner causing alarm, distress or annoyance.

Basicly if an officer has reasonable grounds for believing that a motor vehicle is being used on any occasion contrary to sections 3 or 34 of the road traffic act 1988and it is likely to cause alarm, distress or annoyance to members of the public they have the power to stop the vehicle and the power to seize and remove the motor vehicle.

The police round here will be using that as much as possible I'm sure! Down at Weston-super-Mare they've impounded people's cars in the past...
