For my HNC assignment (due tomorrow) I need to research the layer in the network model that is responsible for the actions undertaken in respect to flow control and sequencing. 
 
Anybody know which layer it is?

yeah I know the 7 laterrs, but which one is responsible for the actons of flow control and sequencing. I thought it was transport but I just found a web site that states its the data link. which one!!!

Heres the question: 
 
"For ease of transmission a long message is broken down into a number of smaller packets to match the maximum allowabl frame length for a particular network. Each of these are then transmited seperately. 
 
Investigate which layer of the netowrk model is responsible for actions undertaken in respect of flow control and sequencing. refer to both OSI and TCP/IP models."

The transport layer is the one typically associated with packet flow control although the Data Link Layer also has the ability to perform flow control if needed.

flow control is implemented in various layers of the OSI, for different reasons. 
transport layer - to restrict the flow of data. (i think u know this one) 
network layer - to generally prevent congestion.  
if i'm not mistaking i think flow control is also implemented in the data link layer, but i forget for what reason   
 
but @ the transport layer flow control becomes a more complex issue! i think this is where ur supposed to focus on in the question/homework.
