Just to be clear - the behaviour that you see with the IP addresses is part of the way CS handles NAT connections. If two people are in the same house, CS won't show them both as online, it assumes that the most recent login replaces the previous one. Obviously this in incorrect where multiple computers present as the same IP, as is the case where there are multiple computers in a house with a router and one internet connection.
I can also say the IP is shared, which is again normal for people sharing a house.
I could have a look at the user agent information of both posters to see if they are actually the same computer but this is logged in a different place and it would take me a while to do this.
The Brazil thing is somewhat easier to investigate. If you can give me the dates that requests would have come from an overseas IP than I'll confirm that.

J da Silva is currently in Brazil Ian, confirmed by both himself and the entity known as faye_2003. He has stated he is using his aunties internet connection in Brazil last night.
Faye_2003 was posting from her home address in Rotherham last night after she had returned from work.

Its a problem if it means I can't tell who is posting.
It's investigated when it looks like banned users are being allowed back on or people are trading with new names to shake off their previous poor dealings. Neither of which are the case here.
