TBH construction was fine in the mid 90's, supply and demand. Then people got involved looking for a quick buck, misadvised by careers advisers, the housing market accelerated to a point above sustainability due to the ease of credit available to people and then it ended up on its arse.
What do you propose he does, get builders to continue building houses and leave them empty?
