well kinda sometimes. but its not there for that purpose exactly. its more to do with how sometimes if it was piped back into the downpipe it can cause the gasses to swirl sort of where the exhaust gas out turbo and wastegate meet. which isnt good. so if you have it to atmosphere, dont get that concern. thats probably a really bad explanation.
