am looking at getting a new car, am cuming upto 3years no claims, want something fairly cheap on insurance, but quick on the road and possibly turbo! any ideas or experiences.

Unless you are older, turbo and cheap insurance won't come in the same sentence.

when i say cheap i mean i dont want it to be like 3k or something, am 20 but really want turbo or something pretty quick?

Depends really, R5 turbo's are fun, as long as they've been looked after there won't be a problem with them.
