I don't think you can apply for such a position, you just get asked.

When do you/why would you get asked? I guess it depends on what you 'do' for the community.

Guessing to become an organiser, you have to show your really active in the region, pulling people together and trying to make the region get to know each other.

Mod, i guess its down to discretion of Tim and Ian. When they see someone that not only has enough time to sit online and help out, doesnt have something to say about everything and doesnt spam, but also attends and helps out at the shows.
