megs polish or autosol polish or a bike polish called alu magic is good.
Then seal them up with either rimwax or poorboys wheel sealant. Prefer the pooboys personally; smells awesome

What he said
If they start to tarnish slightly, then use a bit of metal polish - Megs NXT or Autosol, then reseal again.
Once sealed, obviously just use shampoo rather than any cleaner

Try Autosol Chrome Less abrasive.
Jetseal is also very good, and so's the Belgom Alu stuff

Not if you want them to stay decent clean, no. Stop being lazy and be prepared to spend some time with some brushes!

Not really. If they're cleaned up well to start with and a few layers of sealant applied thoroughly, then you'll get away with shifting a fair amount of the dirt just using a pressure washer
