What are the rules these days for passing on a certain cc bike, then upgrading?
I think you used to pass your test on a certain cc, once you'd passed, you could upgrade a bit, then at 25 you could upgrade again??
...just out of interest more than anything

pass you full test before your 21 you can only ride up to 33bhp

if you take your direct access test (21+) you can ride whatever you want
